He doesn't tie her up because he wants her to accept being punished and this is what happens towards the end of the video (which is only the beginning of her punishment). It is still difficult for her but she submits. The other advantage is that after the punishment, she will keep in mind that she allowed herself to be whipped, that she was therefore her accomplice.
